Kate Brown, an African American Senate employee in charge of the ladies’ retiring room, boarded a train from Washington, D.C. to Alexandria, Virginia and took a seat reserved for white people rather than the car reserved for black people.  Kate Brown was forcefully removed from the train.  Due to public opinion, Congress codified black Americans’ right to ride the District’s streetcars.
